My hospital emailed me a medical records release form as a PDF. They told me to print it, fill it, sign it, scan it and return it to the medical records department, in that order. In 2018? To get the form via email (i.e., electronically), yet be asked to print it? Did the last 20 years just… not mean anything! So I thought I’d be clever. I’d fill it first, THEN print it. The long-term archiving format PDF/A has become established in Switzerland and has been used successfully in numerous projects. Founded in early 2011, the Swiss chapter of the PDF Association has six member companies.

The Swiss Federal Council in Regulation Implementing the Federal Law on Administrative Procedure (VwVG), the “Regulation on electronic communication within the framework of administrative proceedings” made the decision for the ISO standard PDF/A format. The Regulation lays down the modalities of electronic transactions between a party and a federal agency under the decree of disposition or in appeal proceedings. The regulation took effect on 1 January 2008. This Ordinance of 2008 was to introduce the new pan-Swiss civil and penal law also revised and adapted and how the regulation on the electronic communication within the framework of civil and criminal cases as well as debt collection and bankruptcy procedures the first January 2011 brought into force.
With power in the new federal civil procedure and criminal procedure will be effective 1 January 2011 is also the Regulation on electronic communication within the framework of civil and criminal cases as well as debt collection and bankruptcy of 18 june 2010 on 1st january 2011 entered into force. In this executive order of the Federal Council on the new federal procedural law, it is noted that while meeting specific requirements and digital documents filed in the proceedings, as well as disposal authorities can be issued electronically. Note are the requirements that the PDF format documents respectively PDF/A as well as qualified electronic signature may be required by the regulation.
