Die Regierung des Vereinigte Königreichs spricht sich für offene Standards für Regierungsdokumente aus. Laut einer Mitteilung des Ministers für Kabinettsangelegenheiten, Francis Maude, wurden namentlich folgende Dateiformate gewählt: PDF/A bzw. HTML5 für die reine Darstellung von Informationen sowie ODF für die Zusammenarbeit mit der Verwaltung. Die Verordnung wurde am 22. Juli 2014 veröffentlicht und gilt ab sofort für alle neuen Projekte.
