“Unlocking” secured PDF documents to convert or edit them is often difficult, but generating an unlocked equivalent file may be much simpler.
According to Matthew Nawrocki at TechRepublic, “The grand majority of secured PDFs I have worked with in the past, like the ones from the IEEE consortium, can be unlocked using an incredibly easy ‘print to file’ trick.”
He says that by using the XPS Document Writer, PDF printer drivers will not recognize you are attempting to export a secured PDF to a fresh file. Instead, “you effectively circumvent that check entirely, leaving yourself with an XPS output.”
