PDF Association Vice-Chair Testifies Before U.S. Access Board on Behalf of PDF/UA

On March 1, 2012 Duff Johnson, the PDF Association Vice Chair and Chair of AIIM’s US Committee for PDF/UA, provided oral and written testimony to the GSA’s U.S. Access Board, encouraging the Board to adopt ISO 14289 (PDF/UA) as its referenced technical standard for accessible electronic documents in PDF format.

The December 2011 ANPRM asserts “…it is straightforward to apply the WCAG 2.0 Success Criteria and Conformance Requirements to all electronic content.” (Advisory, E 205.1 and C 203.1). Johnson’s testimony contests this claim, providing examples of areas in which PDF/UA delivers essential clarity in interpreting the structure and tagging provisions of ISO 32000-1.

Additionally, Johnson’s remarks include answers to questions posed by the Access Board in their December, 2011 Advance Notice of Public Rule Making (ANPRM) and suggested text changes for the new regulations.
